Telegram to the Central-South, East China, and Southwest Military Regions Concerning the Issuance of Anti- banditry Bulletins (November 23, 1950)  To the Central-South Military Region, the East China Military Region, and the Southwest Military Region:   (1) Bulletin No. 2 on the anti-bandit campaign in the Central-South [1] has been received; it is most satisfactory.   (2) Each of your three military regions still has several tens of thousands of bandits that must be completely eradicated within a specified time limit. It is suggested that the East China Military Region, following the practices of the Southwest and Central-South Military Regions, issue an internal anti-bandit bulletin once a month. The anti-bandit bulletins of your three military regions, in addition to being sent to the respective provinces and units under your command as well as to us, should also be concurrently transmitted to the other two military regions for purposes of study and comparison.

Notes  [1] The Second Bulletin on the Anti-Bandit Campaign of the Central-South Military Region of the Chinese People’s Liberation Army mainly describes how troops of the Hunan Military Region, in mid-October, concentrated their efforts on suppressing bandits in Jing County and Suining County in southwestern Hunan, as well as in the Xuefeng Mountain area. Meanwhile, another force, together with a regiment from Hubei Province, cooperated with the Youyang Military Subregion of the Southwest Military Region to jointly suppress bandits in the Longshan area on the Sichuan–Hunan–Hubei border. By early November, after one month of intensive operations, this phase of the campaign had essentially come to a close.
