You are therefore instructed to immediately intensify air defense preparations, particularly in Shanghai, Nanjing, Hangzhou, Fuzhou, Xiamen, Guangzhou, Shantou, Qingdao, Tianjin, and Beijing, ensuring that adequate arrangements are made without delay to repel enemy air raids.
