Forwarding the Fujian Provincial Party Committee's Report on Bandit Suppression and Land Reform (November 22, 1950)

To the Central South Bureau, South China Sub-bureau, Guangxi Provincial Party Committee, and inform the Southwest Bureau, Northwest Bureau:

Under the tense situation, it is imperative to eliminate bandits within a set time limit, accelerate the implementation of land reform, develop local armed forces, and resolutely suppress counter-revolutionary activities. Only in this way can our Party and our army take the initiative; otherwise, there is a danger of falling into a passive position.

Fujian is a province that, like Guangdong and Guangxi, was liberated relatively late, with many bandits who have not yet been eliminated. In the past, the Fujian Provincial Party Committee believed that large-scale land reform could not be carried out this winter and next spring. Now, they have accepted the opinions of the Central Committee and the East China Bureau and decided to convene a meeting of prefectural party committee secretaries and military sub-district commanders on November 25 to redeploy work, combining land reform with bandit suppression and expanding the number of land reform counties to thirty-six.

This plan is well worth emulating by Guangdong and Guangxi provinces. Please Deng Tan [1], Ye Fang [2], and Zhang Mo [3] comrades study it and submit your opinions to me for consideration.
