The Beijing Municipal Committee’s report of 12 November¹ is correct. You should likewise proceed in this direction; and at all times correct any deviations that arise in the Resist America, Aid Korea movement.

Refers to the report on the progress of the Resist America, Aid Korea movement submitted by the CPC Beijing Municipal Committee on 12 November 1950 to Mao Zedong, the Central Committee, and the North China Bureau. The report analyzes the situation of the city’s Resist America, Aid Korea movement, the ideological state of the masses, and deviations that had already begun to sprout, and puts forward four points for continuing to push the movement forward: (1) First, the focus should be on eliminating the influence of U.S. imperialism in China, eradicating the mentality of worshipping and fearing America among some segments of the masses, and isolating and attacking pro-American elements. The mobilization of the masses to join the military should not be stressed, and the masses especially should not be pressured to join the military. (2) Concrete actions by the masses in resisting America and aiding Korea should be diverse and varied, and the call should be made for things that the majority of the masses are capable of doing. For example, writing condolence letters and sending comfort packages to the frontline volunteer troops, comforting soldiers’ dependents and helping them solve difficulties, taking on the original work of the volunteer troops, making voluntary donations, and participating in various service tasks in the war zone, etc. (3) Through ideological preparation and expanded propaganda, broadly call on workers to fully carry forward the working class’s enthusiasm, and strive to increase production and practice economy; call on students to continue propaganda against America, study hard, master knowledge and skills, and prepare to serve the motherland; call on office personnel to raise work efficiency and do their work well; call on industrial and commercial circles to actively implement government policies, oppose speculation, manipulation, hoarding, and cornering, and launch a Resist America, Aid Korea movement on the economic front. People from all strata must pay attention to guarding against spies and counter-intelligence, and consolidating revolutionary order. (4) Expand the Resist America, Aid Korea movement in the suburban areas.
