\[1\] This is Mao Zedong's directive on the November 11, 1950, report by Nie Rongzhen, Acting Chief of General Staff of the People's Revolutionary Military Commission of the Central People's Government.
\[2\] Nie Rongzhen's report stated: Under the current circumstances, it seems advisable to temporarily abandon the task of attacking Jinmen in order to concentrate manpower and materials in preparation for possible new developments. If this is agreed upon, explicit instructions should be given to the East China Military Region to relieve them of the task of attacking Jinmen next year. At the same time, aside from completing the construction of five airfields and ensuring their proper protection, no new airfields should be built for the time being. The construction of vessels should also be temporarily halted.
