This is Mao Zedong's instruction on the report submitted on 6 November 1950 by Luo Ronghuan, Director, and Xiao Hua, Deputy Director, of the General Political Department of the People's Revolutionary Military Commission of the Central People's Government.

Luo Ronghuan and Xiao Hua's report stated: The Political Department of the Volunteer Army has requested instructions regarding the publication of a newspaper. Our opinion is that, in order to better preserve military secrets and avoid giving the enemy any exploitable pretext, it is proposed
to publish it under the name of a certain unit subordinate to the Korean People's Army (with the additional words "Chinese Edition" on the masthead). All unit numbers shall use code designations, and all manuscript content shall be carefully reviewed before publication.
