Telegram Regarding the Effort to Create a Battlefield North of the Wonsan–Sunchon Railway Line (November 5, 1950) To Peng [1], with copy to Gao [2]: (1) Noted your telegram of 3:00 p.m. on November 4. I concur with your deployment plan; please make adjustments as circumstances warrant. (2) The Deokchon sector is of great importance.
Our forces must strive to establish a battlefield in the area north of the Wonsan–Sunchon railway line, where we can wear down the enemy’s strength and bring the main confrontation to the Wonsan–Pyongyang line.
The region north and west of Deokchon Stadium and Nyeongbyon should serve as our rear area; this arrangement would be most conducive to protracted operations.
Whether this can be accomplished at present should be decided in light of the situation.
