Telegram to Peng Dehuai and Deng Hua [1] Concerning Vigilance Against Enemy Counterattacks and Their Annihilation (November 4, 1950)  To Peng and Deng, with copy to Gao [2]:

(1) According to an order issued at 2:50 p.m. on the 4th by the puppet general staff to the Second Corps, it stated: “In order to retake Chichon and Heechon in a timely manner, the Second Corps is hereby assigned to conduct this attack operation, and is directed to submit a new operational plan and the time of the attack before noon on the 5th.”
Following some regrouping and reorganization, the enemy may launch a counteroffensive against our forces.
Therefore, instruct all units of our army to remain on high alert and to annihilate the enemy in detail as it counterattacks, paying particular attention to the Chichon sector.

(2) At present, the enemy’s various units are in considerable disarray.
The U.S. 2nd Division has deployed two regiments—one north of Sunchon and the other defending Sunchon—leaving Pyongyang virtually undefended.
The U.S. 25th Division has a field artillery battalion stationed at Sinanju, serving as a covering force.
Order our 38th Army to completely rout the enemy in front of it, so that it will be unable to establish a new defensive line.
