Your telegram of October 20 has been received. (1) The war situation is urgent. The headquarters of the 19th Army Corps and its two main armies must complete all preparations for departure within one month after receiving this telegram, that is, before November 24, and await orders to move to the Northeast. The other army may set out within December. (2) All other items are approved.
