(1) Congratulations on your victory in annihilating four battalions of the puppet 8th Division.
(2) Your deployment at 0900 hours on the 30th[3] is very good. Our side is now fully clear about the enemy's numbers, positions, combat effectiveness, morale, and other factors. Our troops have all arrived and deployed, with high morale, whereas the enemy remains unclear about our situation to this day (only vaguely aware that our forces number between 40,000 and 60,000). Therefore, your plan to completely annihilate the enemy forces currently facing us—the puppet 1st Division, puppet 7th Division, British 27th Brigade, U.S. 24th Division, and the U.S. Cavalry—

The telegram stated: In order to annihilate the enemy in the areas of Xixingdong and Longyingdong, so that we can quickly thrust south of Qiuchang and cut off the retreat route of the enemy crossing the Cheongchon River, the deployment is as follows: 1. The 38th Army should use its main force to attack and advance along the highway toward Xixingdong. A portion should attack from east to west, while another regiment, traveling light, should bypass the highway on the east side and thrust into the enemy's flank and rear. Once successful, it should rapidly move south and must, by dawn on the 31st or November 1st, advance to occupy Yuanli and Gunyu-ri south of Qiuchang, cutting off the retreat route of the enemy advancing into Unsan and Taechon. 2. The 119th Division of the 40th Army should occupy Xinxingdong (northeast of Qiuchang) before dawn on the 31st to intercept the enemy fleeing south. The main force of the 120th Division should annihilate the enemy in Longyingdong. 3. Our 125th Division should move on the night of the 30th or at the latest on the night of the 31st, thrust through Xingchuandong to Deokcheon and Changping, block the enemy advancing west or north, and prepare to continue pushing south to occupy Deokcheon, thereby pinning down and maneuvering the enemy.
