Telegram to Peng Dehuai and Deng Hua [1] Regarding Approval of the Deployment to Annihilate the Puppet 1st, 6th, 7th, and 8th Divisions
(October 28, 1950)

Peng and Deng, with notification to Gao [2]:

(1) Your two recent telegrams outlining new dispositions are both excellent. The 118th Division and a portion of the 50th Army are to encircle and attack the puppet 7th Regiment between Chushan and Huimudong (note: encircle within two or three days without yet destroying them, allowing them to raise a great outcry), thereby drawing the 1st, 6th, 7th, and 8th divisions northward in reinforcement, so that our main forces may concentrate and annihilate them. Your plan for concentrated annihilation is entirely correct.

(2) Your command post should promptly construct a sturdy air-raid shelter; begin work on it immediately and under no circumstances be negligent.
