Telegram to Peng Dehuai and Deng Hua [1] Concerning the Key Points of the First Campaign (October 28, 1950)  Peng and Deng, also Gao [2]: Your telegram of 8:00 a.m. on October 28 has been received.   (1) Congratulations on your initial victory.  (2) At present, there are two crucial factors for the entire campaign: first, we must firmly hold the enemy’s 7th Regiment at Guchang Chushan and prevent its escape; in that case, the enemy’s 1st, 6th, and 8th Divisions will have no choice but to come to its aid, thus providing opportunities for engagement. Second, all three of our armies must be fully assembled and have completed their deployment for the campaign; only then can our attack be swift, decisive, and powerful, thereby ensuring the annihilation of the enemy.
