Comment on Forwarding the Report on the North China Military Region High-Level Cadres Meeting

We consider the report submitted by the North China Military Region Party Committee to the Military Commission on October 26 to be correct. It constitutes a concrete plan and practical measures carried out in accordance with the Central Committee's policy. Please refer to this document, formulate your own concrete plans and practical measures, and report them back as quickly as possible. This is of the utmost importance.

This refers to the report by the CPC North China Military Region Committee on the North China Military Region High-Level Cadres Meeting held from October 20 to 23, 1950. The report stated that the cadres attending the meeting unanimously supported the decisions of the Central Committee and the Military Commission on the Korean issue. The meeting demanded that the armed forces rapidly and smoothly complete the transition from peace to war in all respects to adapt to the new situation, and determined various concrete measures to achieve this transition. The meeting discussed and decided upon the following issues: 1. Thoroughly overcoming the mentality of peacetime complacency and paralysis; 2. Establishing and changing organizational structures and training cadres; 3. Strengthening combat readiness; 4. Troop training.
