Approving the Plan for Concentrating Forces to Annihilate Four Enemy Divisions
(October 28, 1950)

Peng, Deng[1], and inform Gao[2]:

(1) Both of your two new deployment telegrams are excellent. Use the 118th Division and a portion of the 50th Army to net-encircle the enemy 7th Regiment in the area between Chosan and Komok-tong[3] (please note: encircle them for two to three days without annihilating them, letting them shout and scream loudly), in order to lure the 1st, 6th, 7th, and 8th Divisions north to their rescue, so that the main force can concentrate and annihilate them. Your deployment for concentrating forces and annihilating the enemy is extremely correct. (2) Your command post should promptly build sturdy air-raid shelters. Begin construction immediately, and on no account be negligent.
