Telegram to Peng Dehuai [1] et al. Regarding the Operational Actions of the 39th Army (October 26, 1950) To Peng, Deng, Han, and Hong [2], with copy to Gao [3]: Your telegram of 7:00 a.m. on October 26 has been received.
The U.S. 24th Division is advancing toward Pichon, while the British 27th Brigade is moving toward Sinuiju—this has been the plan for the past few days.
In the next few days, there are three possible scenarios: First, when the puppet 1st Division is encircled and annihilated by our forces, the enemy may reinforce it from the north; second, they may proceed as originally planned and attack Pichon and Sinuiju without change; third, they may stand fast in the Pokchon area to observe the situation.
We should base our preparations on the first scenario, ordering the 39th Army to advance rapidly to the Yunshan–Wonsan line.
A strong detachment should be dispatched to sever communications between the puppet 1st Division and the U.S.-British forces, while the main body, in coordination with a portion of the 40th Army, will ensure the swift annihilation of the puppet 1st Division (which is relatively well-equipped and comprises four regiments). Thereafter, our forces are to shift to defensive positions facing south.
Once the puppet 6th and 8th Divisions have both been destroyed, we will reassess the situation and determine our deployment for operations against the U.S. and British troops.
Please consider these instructions and act accordingly.
