Your telegram of 07:00, October 26, is noted. The U.S. 24th Division moving toward Pyoktong and the British 27th Brigade toward Sinuiju—this was the plan of the past few days. In the coming days, there are three possibilities: First, when our forces surround and annihilate the Puppet 1st Division, they may move north to reinforce the Puppet 1st Division; second, they may proceed according to the original plan to attack Pyoktong and Sinuiju without change; third, they may observe the situation in the Pakchon area. We should base our actions on the first possibility and order the 39th Army to advance rapidly to the Unsan-Onjong line, using a strong element to cut off the Puppet 1st Division from the American forces.

Refers to the telegram sent at 07:00 on October 26, 1950, by Peng Dehuai, Deng Hua, Hong Xuezhi, and Han Xianchu to Gao Gang, He Jinnian, and reported to the Central Military Commission of the CPC Central Committee. The telegram stated:
(1) The U.S. 24th Division has approximately 15,000 men, the British 27th Brigade approximately 5,000–6,000 men, and the Puppet 1st Division approximately 10,000 men, totaling over 30,000 men. On the 25th, they occupied the area of Kosong-dong, Yongsan-dong, and Pakchon. The aforementioned enemy shows signs of advancing toward Sinuiju along the railway from Taechon, Kusong, and Chongju. (2) Our 39th Army is on the Kusong-Taechon line. (3) On the 25th, the 118th Division of the 40th Army ambushed and annihilated one battalion of the 2nd Regiment of the Puppet 6th Division at Pukchin. At dawn today, we encircled and annihilated approximately one to two regiments of the enemy at Onjong; whether this was successful has not yet been reported. (4) Our 38th and 40th Armies are deploying to separately encircle and annihilate the Puppet 6th and 8th Divisions in the Huichon, Onjong, and Songmok-tong area. After success, we will assemble three armies plus the main force of the 66th Army to encircle and annihilate the American and British forces advancing toward Sinuiju, with the designated area on the Kusong-Sonchon line.
