The Composition of the Volunteer Army Command Must Include Korean Comrades[1]

Peng:
(1) It is proposed to issue an order for the composition of the People's Volunteer Army Command. Apart from Chinese comrades, please consult with Comrade Kim Il-sung[2] on designating one Korean comrade as Deputy Commander and Deputy Political Commissar, or designating one as Deputy Commander and one as Deputy Political Commissar. Please reply on how to proceed.
(2) On how to issue operational bulletins, please discuss with Kim. The content of each bulletin must always be approved by you and reported to me for consent. The format should be such that the Korean broadcasting station announces it first, and the New China News Agency then rebroadcasts it. This matter must be properly discussed and agreed upon to avoid any divergence.
