Telegram to Deng Hua [2] et al. Regarding Immediate Meeting with Peng Dehuai [1] to Unify Command of All Troops (October 23, 1950) To Deng, Hong, and Han [3], with copy to Peng [4]: The enemy is advancing very rapidly, and seizing the opportune moment is of utmost importance.
Within two or three days, they may detect that we are Chinese People’s Volunteers and take corresponding measures.
If, by then, we have not yet established a unified plan for the entire force, we shall surely miss our chance.
Therefore, you should promptly travel by vehicle to Peng’s location, meet with him, and under his leadership determine the campaign plan and direct operations.
Please inform us without delay of your departure date and estimated arrival time.
