Immediately Occupy Myohyangsan and Haengch’ŏn-dong

Deng, Hong, Han, Xie[1], and inform Peng, Gao[2]:
(1) Your telegram of 21:00 on the 21st[3] noted. (2) The enemy is advancing very rapidly. In accordance with Peng’s telegram, immediately dispatch a portion of your forces by motor transport to occupy Myohyangsan and Haengch’ŏn-dong[4]; sending a few battalions first will also do. (3) Whether transporting troops or supplies by motor vehicle, or marching personnel, horses, and weapons on foot, none shall proceed via Sŏnch’ŏn anymore.

The telegram stated: It is reported that a portion of the enemy landed at Sinanju at 9:00 on the night of the 20th, and it is also learned that the enemy has intentions to land at Ch’ŏlsan. In order to contain the enemy advancing toward Changjin and the enemy that may reinforce from Wŏnsan and Pyongyang, concentrate three armies to separately annihilate the Puppet 6th, 7th, and 8th Divisions. The initial plan proposes that one division of the 42nd Army, with one attached artillery regiment, firmly hold the Changjin area. The main force of this army will first control the Sobaek-san area and, depending on the situation, advance toward the area south of Maengsan. The entire 40th Army will advance to the Tŏkch’ŏn-Nyŏngwŏn area. The entire 38th Army will advance to the Hŭich’ŏn area. The entire 39th Army will advance to the T’aech’ŏn-Kusŏng area. Thereafter, depending on the enemy’s advance, they will be annihilated one by one. After the entire 39th Army moves east, the Sinŭiju-Chŏngju sector will be left undefended; to ensure transportation and communication lines and guard against enemy landings, it is suggested that one army be transferred to the Andong area.

[4] Myohyangsan is located at the junction of Chagang Province, North P’yŏngan Province, and South P’yŏngan Province. Haengch’ŏn-dong is located in the southern part of Hŭich’ŏn County, Chagang Province.
