Immediately Occupy Myohyangsan and Haengch’ŏn-dong

Deng, Hong, Han, and Xie,[1] and inform Peng and Gao:[2]
(1) Your telegram of 2100 on the 21st[3] noted. (2) The enemy is advancing very rapidly. Act on Peng’s telegram immediately and send a portion of your forces by truck to occupy Myohyangsan and Haengch’ŏn-dong;[4] it would be good to send a few battalions first. (3) Whether transporting troops by truck or supplies, or personnel, horses, and weapons on foot, no longer use the routes through Sŏnch’ŏn, Chŏngju, Pakch’ŏn, Kujang-ri,[5] or the line running through Kwisŏng, T’aech’ŏn, and Kujang. The enemy may occupy these areas in a few days, and you should take the roads north of these lines to advance. (4) You should dispatch a portion of your forces to firmly defend the Sinuiju, Ch’ŏlsan, and Sŏnch’ŏn area. (5) The question of transferring one army to the Andong[6] area will be discussed and decided upon later, and then communicated to you.

In order to contain the enemy advancing towards the Changjin direction and possible enemy reinforcements from Wonsan and Pyongyang, we plan to concentrate three corps to individually encircle and annihilate the Puppet 6th, 7th, and 8th Divisions. The initial step of the plan proposes that one division of the 42nd Corps, attached with one artillery regiment, firmly hold the Changjin area. The main force of this corps will first control the Sobaek Mountain area and, depending on the situation, advance to the area south of Maengsan. The entire 40th Corps will advance to the Tŏkch’ŏn and Nyŏngwŏn areas. The entire 38th Corps will advance to the Hŭich’ŏn area. The entire 39th Corps will advance to the T’aech’ŏn and Kwisŏng areas. Thereafter, depending on the enemy’s advance, we will encircle and annihilate them individually. After the entire 39th Corps moves east, the Sinuiju and Chŏngju sector will be weakly defended; to ensure transportation and communication lines and guard against enemy landings, it is recommended to transfer one army to the Andong area.
[4] Myohyangsan is located at the border of Chagang Province, North P’yŏngan Province, and South P’yŏngan Province. Haengch’ŏn-dong is located in the southern part of Hŭich’ŏn County, Chagang Province.

Your telegram of October 20 noted. (1) The war situation is urgent. The headquarters of the 19th Corps and its two main armies must complete all preparations for departure within one month of receiving this telegram, i.e., before November 24, and stand by for orders to move to the Northeast. The other army can set out by December. (2) All other items are approved.
