(1) Have you advanced yet? I believe the 13th Army Corps Headquarters should immediately proceed to the location of Comrade Peng Dehuai, stay together with Peng, and be reorganized into the Headquarters of the Chinese People’s Volunteer Army to facilitate operational deployment. The issue now is to strive for combat opportunities—to complete campaign deployment within a few days so that operations can commence a few days later—rather than first spending a period deploying defenses and then discussing attacks.

(2) If the troops need to cross the river and a command structure is required in Andong, it would be appropriate to leave a suitable comrade with a portion of the structure in Andong. You and the remaining comrades should take the necessary structure and proceed directly to Peng’s location. Please consider and decide.
