Remarks on the North China Bureau’s Report Concerning Non-Party Cadres in Suiyuan’s Criticisms of Me (October 18, 1950)  Yibo [1]: Regarding the issues discussed at administrative meetings, must all of them be deliberated upon in advance by Party members?
Except for certain particularly important matters, ordinary questions need not be discussed beforehand; it would be more dynamic to bring them up at the administrative meeting for joint discussion with non-Party personnel.
Please instruct Suiyuan to try this approach.
