This is Mao Zedong’s comment on the report dated October 10, 1950, by Liu Yalou, Commander of the Air Force of the Chinese People’s Liberation Army.

Liu Yalou’s report stated: Based on the experience of the Korean War, the U.S. imperialists are particularly attempting to flaunt their might in the air force, desperately bombing various aviation targets, especially aviation schools. Considering the development of the current situation, in the event of war, the existing locations of our various aviation schools are all situated not far from the front lines or the coast, and are on major communication lines (the Chinese Changchun Railway) and in economic and political centers (Shenyang, Beijing) that would particularly attract enemy attention. Therefore, we are considering whether our military’s various aviation schools need to be relocated.
