Central Telegram Concerning the Continued On-Site Reorganization and Training of Troops in Northeast China and the Ninth Corps (October 12, 1950) Comrades Rao and Chen〔1〕: (1) The order issued on October 9 shall remain suspended.
Troops in Northeast China should continue reorganizing and training in place and refrain from deploying. (2) The Ninth Corps under Commander Song Shilun〔2〕 is also continuing its reorganization and training in situ. (3) No new explanations are to be given among cadres or democratic personages.
