Comments on Yuan Zhongxian’s Report〔1〕 Concerning India’s Stance on the Tibet Issue (October 11, 1950) Ministry of Foreign Affairs: Ambassador Yuan should be informed as follows: (1) Tibet is Chinese territory, and the Tibetan question is an internal affair of China. The People’s Liberation Army must enter Tibet. Our initial hope was to enter Tibet without war; therefore, we invited a Tibetan delegation to come to Beijing for negotiations in September. However, the delegation has deliberately delayed and has not yet departed. Now, the People’s Liberation Army is advancing toward Qamdo and may occupy the city within a few days. If Tibet is willing to negotiate, the delegation should come to Beijing without delay. (2) The Korean issue should be answered in accordance with Premier Zhou’s speech of September 30, namely that China cannot stand by and ignore aggression against its neighbor, and the responsibility for escalating the war lies with the aggressor country.
