Telegram to Kim Il-sung and Peng Dehuai〔1〕 on Opening a Rear-Enemy Theater and Other Matters (October 10, 1950) Ni〔2〕 forwards to Kim and informs Peng: (1) We congratulate the People’s Army on its great victory in recapturing the Chukpyon area of Uljin. (2) At present, the bulk of the enemy forces are advancing northward, leaving their rear areas relatively undefended. It is recommended that all units of the People’s Army unable to withdraw northward remain in South Korea to establish a rear-enemy theater. This is both strategically necessary and highly advantageous. If four to five ten-thousand-strong formations of the People’s Army can be retained in South Korea to carry out this mission, it will greatly assist operations in the north. (3) The enemy appears to be preparing a new amphibious landing along the coast from Chinampo to Sinuiju, with the aim of severing the Pyongyang–Sinuiju communications line. This line must be protected. Please Peng, together with your Korean comrades, should study ways to safeguard it; should the enemy land, they should be resolutely annihilated. Mao Zedong, October 10.
