Comrades Gao Gang and Deng Hua:
(1) Comrade Gao Gang is requested to set off for Beijing to attend a meeting immediately upon receiving this telegram;
(2) Comrade Deng Hua is requested to order the Border Defense Army to conclude its preparations ahead of schedule, remain on standby for deployment at any moment, and engage the new enemy in battle according to the original plan;
(3) Deng is requested to report by telegram on the state of preparedness and whether immediate deployment is feasible.
