The Korean People's Army Units Unable to Withdraw North
Should Persist in Fighting Guerrilla Warfare on the Spot [!]

Please inform Comrade Kim Il-sung[2] that, in addition to moving the forces cut off by the enemy northward in separate routes as suggested in this morning's telegram, all units unable to withdraw should persist in fighting guerrilla warfare on the spot. They must not panic or waver. In this way there is hope and victory.
