The entire Ninth Army Corps can arrive along the Xuzhou–Jinan Railway Line by the end of October [2] and commence training and consolidation by mid-November. During the period of training and consolidation along the Xuzhou–Jinan Railway Line, the corps should remain under the organizational structure of the East China Military Region, but it would be appropriate for their equipment as well as training and consolidation policies and plans to be placed under the direct command of the Military Commission.
