Conduct inspections and reviews of confidentiality work throughout the entire army, and formulate consolidation measures. It is expected that within one month (i.e., before October 28), a special report on the inspection and consolidation situation shall be submitted to us. No delays shall be permitted. This is of the utmost importance.

This is a passage added by Mao Zedong to the draft for review of “The Directive on Reiterating Confidentiality Discipline,” which was to be issued to the entire army by the People’s Revolutionary Military Council of the Central People’s Government.

“The Directive on Reiterating Confidentiality Discipline” states:
In order to prevent the recurrence of future confidentiality breaches and effectively plug this loophole, it is decided that, during the ongoing army-wide rectification movement, an immediate, widespread, and thorough inspection of confidentiality work shall be carried out, so as to conduct confidentiality education among all commanders and fighters.
