Marginal Notes on the Meeting Summary

Comrades Liu, Zhou[1]: After reading, pass to Comrade Luo Ruiqing[2]:

Except for the paragraph at the bottom of page 21, where the deletion is noted as proper and the meaning therein should be conveyed separately by telegram, in all other places where the Party’s leading role has been deleted and replaced with vague wording or changed to purely administrative leadership, the original draft is correct, and the deletions and alterations are incorrect. The original draft should be restored in all such cases. In security work, the Party’s leading role must be particularly emphasized and, in practice, be under the direct leadership of the Party committee; otherwise, it is dangerous.
