Central Committee Telegram on the Handling of Various Reports from the North China Bureau
(September 24, 1950)

Comrades Bo Yibo and Liu Lantao, and to inform the Central Financial and Economic Commission:

We have received and read all your various reports on the situation in North China. They are all good. The majority of them have been forwarded to the various Central Bureaus for reference. Among the various improvement measures concerning agriculture put forward in your report of September 23, all are feasible except for the item on establishing a farmers' bank, which should be referred to the Central Financial and Economic Commission for consideration and opinion.

For those matters that fall under the purview of the Ministry of Agriculture, please consult and handle them directly with that ministry. For those matters that fall under the purview of the Ministry of Water Resources, please contact the Ministry of Water Resources and assist that ministry in drafting a water conservancy plan for the entire North China region, to be submitted to the Government Administration Council for review and incorporated into the national water conservancy plan for unified handling.
