Comment on the Issue of Establishing Joint Offices

The Tianjin situation described in the second article of this document is identical to the Shanghai situation reported by the Shanghai Municipal Party Committee. Please discuss with Yibo[3] whether it is appropriate to apply the Shanghai proposal[4] of having various regions send personnel to Tianjin to set up joint offices. Please consider and decide.
