A Comment on Reporting Work to the Central Committee
(September 13, 1950)

Of the various departments within the political and legal affairs system, except for the Ethnic Affairs Commission managed by Li Weihan[2], which has had contact with the Central Committee, none of the other departments have made known what they have been doing over the past year, what guidelines and policies they have been implementing, or for what reasons. Please investigate. The various departments under the Central Financial and Economic Commission, which report to the Central Committee through the Central Financial and Economic Commission, are somewhat slow in some cases, but on the whole they are doing well; there are also some departments, such as heavy industry, fuels, agriculture, forestry, and water conservancy, that have not yet reported. The situation of the culture and education commission system is roughly similar to that of the financial and economic commission. Regarding the above circumstances, please conduct a general review and step up supervision.
