[1] This is Mao Zedong's comment on the report dated September 13, 1950, by Nie Rongzhen, Acting Chief of the General Staff of the People's Revolutionary Military Commission of the Central People's Government.
[2] Nie Rongzhen's report stated: Regarding the issue of the Army University's location, Xiangshan was once proposed as a temporary site to start the school term first while selecting a place to construct school buildings. Later, it was proposed to convert the barracks at Changxindian into temporary school buildings for the Army University. Today, Soviet military advisors Kotov and Kangliufu were invited to inspect the site together. They both considered it highly unsuitable for the Army University's buildings and suggested finding another location in cities such as Changchun, Tianjin, or Nanjing. Furthermore, according to comrades coming from the East China region, the original Army University site run by the former Kuomintang in Nanjing is quite fully equipped and can accommodate 3,000 people. The school headquarters of the East China Military and Political University is currently stationed there. At the same time, there are several former puppet military school sites near Nanjing that seem possible for readjustment. I believe that, in order to save expenditure and time, and since there is also no suitable school building in Beijing at present, it would be better to temporarily establish it in Nanjing (utilizing the facilities of the puppet Army University). If the Chairman agrees, personnel will be sent to Nanjing to inspect the buildings and discuss the readjustment of premises.
