Comment on the Rectification Experience

Regarding the issue of coordinating Party members and non-Party members in the rectification movement, the experience of the Hebei Provincial People’s Government[1] is well worth noting. It is hoped that you will study it and handle matters accordingly with due consideration.

[1] On September 12, 1950, the North China Bureau of the CPC Central Committee reported to the Central Committee the experience of the directly affiliated organs of the Hebei Provincial Government in merging Party and non-Party cadres into study groups based on sections and offices to carry out rectification. The main points were: 1. This approach enables unified steps and centralized leadership, closely integrating Party and government work and strengthening the ties between Party and non-Party cadres. In the merged group rectification, Party cadres heightened their self-awareness and humbly listened to the opinions of the masses, which proved highly effective in improving the conduct of Party members. 2. It facilitates mutual encouragement and inspiration between Party and non-Party cadres, overcoming laxity and lack of seriousness, and quickly sets the rectification on the right track. 3. It strengthens the role of Party branches in the rectification process and dispels various doubts and ideological misgivings among Party and non-Party cadres. 4. It educates Party members to set an example, influence and motivate the masses, enabling them to shed their concerns and speak freely. The leadership must firmly uphold the principle of strictness within the Party and leniency outside it, and strictly guard against Party members making excessive demands of non-Party cadres.
