Comment on the Report from the Suiyuan Uprising Troops

To the Northwest Bureau and the Party Committee of the Military Region, the Southwest Bureau and the Party Committee of the Military Region, the Central-South Bureau and the Party Committee of the Military Region, and the East China Bureau and the Party Committee of the Military Region:

Regarding the work summary on the transformation of Fu’s troops in Suiyuan [1] and the local work in Suiyuan, the opinion of the North China Bureau [2] is correct and is hereby forwarded to you for reference. What is the overall situation of the transformation work of the uprising troops under your jurisdiction? We hope you will summarize it and make a special report to us.

[1] Refers to the troops of Dong Qiwu originally under Fu Zuoyi. This unit declared an uprising in Suiyuan in September 1949 and was later reorganized into the 23rd Corps of the Chinese People’s Liberation Army.
[2] Refers to the comprehensive report submitted by the North China Bureau of the CPC Central Committee on September 10, 1950, to Mao Zedong and the Central Committee on the recent situation and existing problems in Suiyuan. The report stated that, due to the persistent implementation of the policy of uniting with and transforming the uprising troops, certain achievements had been made over the past eight months in transforming the uprising troops and in local work in Suiyuan. The following measures were proposed to address existing problems: (1) In addition to continuing to do a good job in uniting with and transforming the upper strata, strengthen mass work and deliver several good policies to the masses; (2) Adopt effective methods within the uprising troops to strengthen political work, gradually establish the Party’s leadership over the troops, and achieve the goal of transforming and consolidating the troops; (3) Continue to suppress bandits and eliminate special agents, suppress counter-revolutionaries, and stabilize social order; (4) In the course of Party rectification and cadre rectification, overcome the “Left” deviation sentiment and the ideological tendency of fearing difficulties and losing confidence that exist among some comrades on the issue of transforming the uprising troops.
