General Political Department’s Endorsement on the 48th Army’s Plan for Launching a Democratic Movement at the Company Level (September 9, 1950)  To the Party Committees and Political Departments of All Major Military Regions:  We are hereby transmitting to you one copy of the 48th Army, under the Central-South Command, of its plan for launching a democratic movement at the company level. It is hoped that you will likewise, under leadership and in an orderly manner, initiate a similar democratic movement throughout your respective units, so as to raise the ideological awareness of officers and men, improve relations between them, and thereby strengthen unit cohesion, foster mutual respect between officers and men, and enhance combat effectiveness.  The 48th Army’s plan may be circulated for reference among all armies.  Issued by the General Political Department of the Central Military Commission on September 9, based on Mao Zedong’s handwritten draft.
