Hereby issued to you is a plan from the Forty-Eighth Army under the Central-South Military Region for launching a democratic movement in the companies. It is hoped that you will also initiate, under conditions of leadership and order, a democratic movement in the companies, to raise the level of consciousness among company officers and soldiers, improve relations between company officers and soldiers, and achieve the goal of cherishing the soldiers, respecting the cadres, and strengthening combat effectiveness. The plan of the Forty-Eighth Army may be distributed to all armies for reference.
