Comrade Li Lisan[1]:
(1) This document[2] may be forwarded to various localities for reference.
(2) Please consider issuing a notice, instructing various localities to investigate exactly how many unemployed workers existed before Liberation, so that the question of relief for these unemployed workers may be considered. In my opinion, as long as it is possible, they should receive relief. If the number is not too large—for instance, only a few hundred thousand—relief may be considered.
