Comment on the Report on the Rectification Situation
(September 9, 1950)

To all Central Bureaus, Sub-bureaus, and forward to all Provincial and Municipal Party Committees:

The following rectification experience is highly noteworthy. In carrying out rectification at the provincial, prefectural, and county levels, all localities must draw upon the experience of Southern Sichuan, with emphasis on examining work and rectifying policies.

[Note: This refers to the report on the rectification situation of the Southern Sichuan District Party Committee, forwarded to the Central Committee by the Southwest Bureau of the CPC Central Committee on September 4, 1950. Their rectification experience mainly consists of the following principles proposed in the report, which must be grasped to gradually deepen the rectification:

1. The leadership must be resolute from top to bottom, guarantee the time needed for rectification, and not fear temporarily affecting work. They should vigorously promote democracy, encourage lower-level cadres and the masses to scrutinize the leadership, and designate Party members and cadres at the section level and above as the focus of rectification.

2. Leading cadres must take personal charge; rectification cadres should be concentrated, and study sub-committees should be established according to the organizational system of each office.

3. Timely understanding and study of the situation, continuous ideological mobilization, and methodological guidance.

4. Firmly grasp the principle of closely integrating rectification with the summing up of work, preventing the rectification from dissipating energy on trivial personal life details or deviating in other ways. At the beginning of the rectification, responsible comrades in each unit must deliver a clear report on combating bureaucratism through the summing up of work, so that everyone has a clear direction, linking themselves to the examination of policies and the scrutiny of leadership.]
