Which body is leading it?
In my view, it should be overseen by the Organization Department of the CPC Central Committee, with Comrade An Ziwén taking primary responsibility.
A committee composed of several representatives designated by each of the central, military commission, State Administration Council, and trade union, youth league, and women’s federation systems should be established to direct this work.
Document No. [2] from the North China Bureau may be circulated to all relevant organs as reference material.
