Personnel should be carefully placed; they must not simply be sent off and the matter considered settled. The principle of economizing on food and clothing is to avoid falling ill or becoming bedridden. Finally, it must be fully understood that the semi-colonial economy cannot be expected to change overnight; impatience must be strictly guarded against, and all plans must be practical and feasible.

II
Strive for the Initiative in Work and Policy, Avoid Passivity
Within the Party, repeated theoretical education must be conducted to explain the vital significance of uniting with non-Party personages. We must overcome ideological tendencies such as fearing trouble, being unwilling to approach democratic figures, finding the reception of democratic figures somewhat distasteful, and thinking that "revolutionizing early is not as good as revolutionizing late, and revolutionizing late is not as good as not revolutionizing at all." The whole Party must understand that uniting with and winning over non-Party personages—even drawing over people like Fu Zuoyi, Cheng Qian, and Zhang Zhizhong to serve our purposes—though it entails minor troubles, can mean fighting fewer battles and causing fewer deaths, which is immensely beneficial to the people. We must learn to calculate the big accounts and be adept at critically studying the enemy's struggle tactics in order to annihilate the enemy. Today, with our strength being great, we should have great breadth of spirit; we should take in and use all who can be used, humbly learn from their strong points, and not fear their rebellion. The handling of universities and middle schools must be extremely prudent; personnel should not be changed lightly, and bourgeois scholars must be reformed gradually. In academic matters, we must adopt an honest attitude: knowing is knowing, not knowing is not knowing; do not pretend to know what you do not know, otherwise you will inevitably lose great prestige and fall into passivity. With non-Party personages, we must take the initiative to discuss the issue of "crossing the three barriers." The first barrier is the blockade, lasting approximately over three months; the second barrier is land reform, requiring about three to five years; the third barrier is socialism. The bourgeoisie also knows that socialism will inevitably be realized sooner or later, but they still strive for time; they always need to have some idea in their hearts to feel at ease.

III
Several Forms of Cooperation with Non-Party Personages
(1) People's Representative Conferences—Generally, after taking over a city for two or three months and understanding the situation, they can be convened. Take the initiative to turn the Party's opinions into everyone's collective decisions, to be collectively responsible for implementation.
(2) Cadre meetings of the Communist Party and various parties and circles—Convene approximately once a month. Except for inner-Party secrets, general policy issues should be actively and universally disseminated. The principal responsible persons should attend the meetings to ensure they are taken seriously. Such meetings can reduce the misgivings of non-Party personages, educate the broad intermediate elements, promptly provide progressive elements with weapons for struggle, and isolate the rightist elements.
(3) Military and Administrative Committees.
(4) Advisory Groups.

IV
Improve Working Methods and Leadership Methods
Leading organs should meet with those who need to be met and hold necessary meetings, but these must not be too numerous or too long, lest they fall into passivity. Learn to economize time, concentrate forces to resolve important issues, and in ordinary times fully utilize circulars, telegrams, and editorials to exercise leadership. For subordinates, establish regulations and issue "notices to reassure the public," regularly assign tasks, conduct periodic inspections, convey experiences, commend merits, and criticize shortcomings, so that leadership is constantly in an active position.

V
Strengthen Education in Internationalism
Repeatedly explain the truth of leaning to one side to both inside and outside the Party. Display an attitude of warmth, concern, and friendliness towards Soviet friends; adopt an escort system for Soviet nationals coming and going; take the initiative to explain different customs to them; shortcomings may also be explained frankly and directly through relevant responsible persons. As for nationals of imperialist countries who wish to leave, do our utmost to help them leave; more departures cause no harm, but the manner must be handled with care.
