Please order these individuals and Chai Junwu [2] to come to Beijing together. You will brief them in person on the appropriate course of action, after which they will proceed to Korea for their work.

[I] This is a comment written by Mao Zedong to Zhou Enlai on a report submitted by Deng Hua, Commander of the 13th Corps of the Chinese People's Liberation Army, Hong Xuezhi, Deputy Commander, and Xie Fang, Chief of Staff.
[2] Chai Junwu, later renamed Chai Chengwen, was serving as Political Counsellor at the Chinese Embassy in the Democratic People's Republic of Korea at the time.
[3] The report from Deng Hua, Hong Xuezhi, and others stated: "We have hereby selected Cui Xingnong, Chief of the Reconnaissance Section of the Corps; Tang Jingzhong, Chief of Staff of the 118th Division, 40th Army; He Lingdeng, Director of the Staff Department, 39th Army; and Huang Dengbao, Deputy Commander of the 8th Artillery Division, to go to Korea to gather information under the title of military attachés at the Embassy in Korea. Furthermore, we request prompt instructions on whether the Northeast Logistics Command should also send personnel, and on the procedures for contacting the Embassy in Korea."
