Helping Vietnam Train and Equip New Recruits [1]

To the Central-South Bureau and the Guangxi Provincial Party Committee:
The Vietnamese side proposes transferring ten thousand new recruits to China for training and equipping as an artillery division,
and also transferring one infantry regiment (approximately five thousand men) to China for training and equipping. A telegram from the Yunnan Provincial Party Committee reports that the province has previously undertaken the training and equipping of over twenty thousand Vietnamese soldiers and now finds both weapons and grain insufficient, making it difficult to take on new tasks. Therefore, it is proposed that after the Cao Bang campaign is victoriously concluded and the road between Vietnam and Guangxi is open, around early or mid-October, the said artillery division and infantry regiment be permitted to move to a suitable location in Guangxi (under the responsibility of the Western Military District, which is relatively distant from the Vietnamese enemy, has grain supplies, and can provide concealment) for equipping and training.
