[2] Refers to the "Directive of the Central Committee on Adjusting Certain Work Relationships" (Draft) dated August 12, 1950. This draft directive pointed out that the Chinese revolution has achieved decisive victory and a unified Central People's Government has been established. The rural outlook and all-in-one work methods formed over the long period in the rural environment must be thoroughly changed and replaced by a centralized, unified, holistic thinking and scientific methods of division of labor and cooperation. Whether between the central and local authorities, higher and lower levels, or one department and another, appropriate division of labor and close cooperation should be carried out under unified guidelines, unified policies, unified tasks, and unified plans, establishing correct work relationships that feature both unified leadership and scientific division of labor. Specifically, work relationships in the following areas need to be adjusted:
(1) The relationship between leadership by central government departments and leadership by local Party committees for certain organizations under the Central Government, such as state-run factories, cooperatives, financial, trade, and tax agencies, and national universities.
(2) The relationship between mass organizations such as trade unions, youth leagues, cooperatives, women's federations, and cultural associations, from the central level down to all levels of organization, and local Party committees.
(3) The relationship between municipal and district levels within cities.
