Comments on the Abstract Report from the Central Financial and Economic Commission Concerning the National Import and Export Conference

The two issues at the end of the text,[7] especially the second issue, have Zhou find the relevant personnel for a discussion and resolve it.

Also: Every time the various ministries under the Government Administration Council convene meetings to decide on policies and guidelines, they should all, like certain departments under the Central Financial and Economic Commission, produce a summary report, submit it for my perusal and that of the Central Secretariat, and after obtaining approval, in addition to issuing announcements for execution under the name of the Government Administration Council, the various commissions, or the ministries themselves, some cases must be communicated to various localities via internal telegram. The format should be just like this telegram. In the past, some ministries

[3] Refers to the two issues submitted by the Financial and Economic Commission of the Government Administration Council to the Central Committee for instructions in the abstract report on the import and export conference situation on August 7, 1950: (1) The issue of barter trade. Under the general principle of prohibiting barter trade, preparations are to be made to permit barter trade for slow-moving goods and barter trade with countries with no currency exchange agreements. This is advantageous in securing imported materials. (2) The issue of both public and private parties in the Central South Region unanimously requesting permission to open Hankou. Given the current limited capacity of our shipping equipment and the abundance of export materials in Hankou (mainly tung oil and egg products), it is advantageous to permit foreign vessels with oil tanks and refrigeration equipment, with special permission, at designated times, on designated routes, and under strict supervision and management, to proceed to Hankou to load cargo for direct shipment abroad.
