Forwarding the Demobilization Work Report of the 19th Army Corps

To all Central Bureaus and Party Committees of the Military Regions:

The report by Yang Dezhi and others of the 19th Army Corps concerning the demobilization work of their unit is hereby forwarded to you for reference. We believe the experience of the 19th Army Corps is very useful; please pay attention to it.

[Footnote] Refers to the preliminary summary of the demobilization work of the 19th Army Corps, dated July 27, 1950, by Commander Yang Dezhi and Political Commissar Li Zhimin of the 19th Army Corps of the Chinese People's Liberation Army. The main experiences are: 1. Adopting a method of proceeding from top to bottom, from cadres to the masses, from within the Party to outside the Party, deepening the work level by level, getting through to people ideologically, and advancing steadily, in order to carry out mobilization within the troops; at the same time, demanding that leadership at all levels ensure demobilization work and strengthening army building are given equal emphasis, without neglecting either. On this basis, the selection of demobilization candidates is conducted under leadership, which also provides powerful ideological education for the troops and further fosters a mindset of building a national defence force. 2. Prior to departure, demobilized personnel undergo concentrated training with the division (sub-district), directly affiliated units of the army, and directly affiliated units of the corps. Military and political chiefs at all levels personally attend to express comfort, encouragement, and conduct mobilization. Clarify the current situation and tasks, the importance of demobilization, and emphasize division of labour in the revolution, strengthen the building of the national armed forces, and declare that our policy is proper placement, ensuring each finds their proper place, with responsibility carried through to the end. Also educate demobilized personnel to be models in every respect upon returning home, to abide by state laws and decrees, and to uphold the glory of the Liberation Army.
