The work plans of the three provincial Party committees must all take this as their central task, and they should be informed of this as soon as possible.

Refers to the telegram sent to Zhou Enlai by the East China Military and Administrative Committee on August 28, 1950, relaying the opinions of the CPC Subei District Committee on Huai River control. The third item of the Subei District Committee's opinion states: "If the Huai River diversion project is to proceed this year, it will inevitably require mobilizing the full strength of the Party, government, military, and civilian resources of Subei. The entire work policy for Subei this year would need to be reconsidered, and established deployments such as land reform and demobilization would have to be altered. This would pose difficulties in shifting our work focus this year. Moreover, in terms of technical aspects, manpower organization, ideological mobilization, riverbed relocation, and the preparation of other material conditions for Huai River control, everything feels rushed. This would greatly impact next year's agricultural production and the Yishu River control efforts. However, if the Central Committee, in order to mitigate the flood disaster in northern Anhui, requires Subei to change its entire work policy and subordinate it to the overall Huai River diversion plan, we will also do our utmost to overcome difficulties and accomplish the major task of Huai River control."
