The Huai River diversion must be undertaken simultaneously by Jiangsu, Anhui, and Henan provinces. The work plans of the party committees of these three provinces must all center on this, and they should be informed as soon as possible.

The third item of the Northern Jiangsu District Party Committee’s opinion states: "If the Huai River diversion is to proceed this year, it will inevitably require mobilizing all the forces of the party, government, military, and civilians in northern Jiangsu. The entire work policy for northern Jiangsu this year will need to be reconsidered, and the established plans for land reform and demobilization must be altered. This shift in our work this year will be difficult. Moreover, in terms of technical aspects, manpower organization, ideological mobilization, riverbed relocation, and the preparation of other material conditions, everything feels rushed, which will greatly impact next year’s agricultural production and the Yishu River control efforts.
If the central government, in order to mitigate the flood disaster in northern Anhui, requires northern Jiangsu to change its entire work policy and comply with the overall Huai River diversion plan, we will do our utmost to overcome difficulties and accomplish the major task of Huai River control."
